In December 2008 the IUEE, in collaboration with the AECID/Ministry of Foreign Affairs, organized the Seminar on Cohesion policy and European funds for candidate and potential candidate countries. The main objective of the seminar was to introduce civil servants from candidate and potential candidate countries to the specific features of the Cohesion Policy of the EU.
The seminar has been followed up by the publication of an information and user guide on EU Cohesion Policy. The target audience is primarily public administration staff and officials in the Western Balkans and Turkey managing structural funds and/or seeking to access the EU structural funds programmes. The manual provide basic information on the principle aspects of the 2007 - 2013 Cohesion Policy such as structural funds regulation, budgetary allocation, financial instruments, programmes and objectives with special emphasis on IPA.
Here, we present the final outcome of our work that includes the original power points presentations by the speakers with some short biographic references and the main contents of the guide*.

* In some case, the power point presentations and the chapters of the user guide might not coincide. Indeed, the user guide includes additional contributions which were not presented during the seminar.
